If the wires directly under the seat of 1977 Hondamatic are melted what part do I need to replace it?

I have a 1977 hondamatic 750 and the coating around the wires are melted directly under the seat. Do I need the main wiring harness or the motor wiring harness or both? The bike is shorting out and the battery will constantly be drained after turning the bike off. Also the tail light will only work in the axillary position, and the headlight will not work. Is this from the melted wires?

The cheap and easy fix, is to tape the wires with electrical tape. Wrap the wires very well, like the grip on a baseball bat. Mind you this is not a permanent fix.
